WWE are apparently pushing to have Wrestlemania in 2009 (XXV/25) or a future WrestleMania in Mexico City, Mexico. That would mark the first time a WWE pay-per-view took place in Mexico, let alone WrestleMania. WrestleMania has only been out of the United States twice- both times WrestleMania (VI & X-8) took place in Toronto, Ontario, Canada.
