One of the reasons why Dusty Rhodes agreed to head up WWE development territory FCW was because he knew that he couldn’t get the head slots on Raw or Smackdown and he’d rather groom younger talent than be on the lower ranks of creative. At his age he also doesn’t want the schedule anymore and would rather be based in one location.
