The Wrestling Observer is reporting that several months ago, WWE started a new initiative to appeal more to the black population, using more black competitors. Shelton Benjamin was originally moved to ECW to win the ECW Title, but was replaced by Chavo Guerrero. Elijah Burke was supposed to be moved to RAW in some sort of "trade", but Stephanie McMahon-Levesque nixed that idea and the reason Kofi Kingston is on ECW is because neither RAW Writer Brian Gerwitz nor SmackDown Writer Michael Hayes wanted Kofi on the two brands.
